St. Croix County Public Health does not determine which certified PCR tests are used to test for COVID-19 or the cycle threshold (CT) of those tests. Public Health only receives a notification of a positive or negative test. They do not receive the CT values for those tests. Different locations may administer different tests and each test is different. The swabs collected during testing don’t contain a consistent amount of material across everyone tested. For these reasons, we cannot provide CT values.
The laboratories that run the PCR COVID-19 tests must be certified under the Clinical Laboratory Improvement Amendment (CLIA) to perform high complexity tests, have the appropriate laboratory equipment, their staff are specifically trained, and then they must demonstrate testing proficiency in testing standards. This is certification is done by the state not by the county.
